Because the dress hits below the knee, high heels are optimal for leg flattery... making sure you can comfortably walk and lounge al day in them. If you do an ankle strap, it should be dainty so as not to shorten your leg. The more ankle and top of the foot visible, the longer the leg. I love the idea of a scrap wrap. I can visualize it just draping over shoulders, sort of cap-sleeve in drape and falling to an empire waist length. That way you get to show off a little skin on your arms (elegant) and highlight that enviously tiny waist and ribcage you've got. I'd also go with a bold and chunky silver bracelet.
